Job Scope
The Technical Manager is responsible for ensuring that all units of the Technical Department are operating according to pre-established standards, and delivering the best results, while taking the proper decisions and actions.
Key Activities and Responsibilities
Technical
- Lead, manage, assume responsibility for, supervise, monitor, organize, control and provide consultancy and assistance to the entire Technical operations, and coordinate the services and works performed by the in-house team, Managed Entities or by other maintenance suppliers, service providers and contractors as described in the Agreement (scope of work and the level of service) under the directions of the Head of Technical
- Revise the Service Level on a yearly basis and correct it under the supervision of the Head of Technical as deemed necessary to account for the "aging" of systems and equipment, for occupancy and for the satisfaction of tenants
- Produce as required and needed action plans, daily, weekly and monthly action programs and implement them.
- Participate in producing daily, weekly and monthly reports under the supervision of the Head of Technical
- Comprehensively supervise the implementation and report status of all types of technical activities: Operation, Plant rooms' monitoring, Logging, Daily Patrols, Maintenance – In-house (Corrective, Preventive) and contractors, Energy Savings, Environment and Indoor Air Quality, Safety, Health, etc. under the supervision and in coordination with the Head of Technical
- Revise inspections and maintenance intervals to match the required service level
- Prepare Preventive Maintenance & Corrective Maintenance procedures as and when required under the supervision and in coordination with the Head of Technical
- Establishe critical levels of operation: Criticality, Contingency, Redundancy, other
- Establishe and supervises execution of work orders procedures, Communication flow Leads a group of Technicians, skilled laborers and contractors (patrols, findings, snag lists, preventive maintenance procedures).
- Prepare complete task lists for the department and its employees
- Assign duties & responsibilities to subordinates
- Establishe system to receive information, plan for solving problems ahead of Employer's request
- Produce marked drawings showing the complete scope of work (list of rooms containing equipment, list of spaces and components requiring cleaning, and areas)
- Maintain a historical record of all technical works as per check lists and task description
- Conduct weekly meetings with Team Leaders to coordinate the work progress, and fine-tune the workflows; recommend corrective actions and implement them
- Evaluate performance in coordination with the Head of Technical; Oversees Technical Team performance and provides them with necessary coaching and technical/managerial mentoring
- Supervise manpower cost and productivity
- Prepare an inspection schedule and conducts inspections to ensure that all tasks are covered as per the correct standards and methods
- Supervise preparation of training evaluations, training programs implementation, materials and follow up to ensure adequate transfer of know-how
- Help in setting basis for the various types of maintenance and operation tasks (breakdown, reactive, condition survey, condition based, preventive etc.) under the supervision and in coordination with the Head of Technical
- Maintain a well-organized filing system for all technical documentation: operation and maintenance manuals, as-built drawings, technical information on systems and equipment, relevant catalogues, reports, correspondence, including logs, work orders, paper work, etc.
- Monitor and operates BMS, CAFM and other integrated software functions, and provides training to employees.
- Direct and supervise energy management programs and measures
- Analyze energy consumption, Plans and implements energy saving solutions
- Enforce and adopt safety, health & environmental measures among all of his Sub-Ordinates; Make sure the personal protective equipment are being used in the workplace according to set procedures
- Plan 24 hour services, Issues and records, on a daily basis, Work Orders (CAFM)
- Prepare offers in accordance with inquiries
- Verifie and approve all the purchase order related to main stock
- Supervise urgent matters and complaints concerning deliverables
- Track and measure the performance of activities; provides support in Performance Tool
- Process various kinds of statistics and key performance indicators (failure-related statistics, etc.)
- Prepare inventory of and identifies for tracking project equipment, operation tools, assets, consumables, spare parts, etc.
- Interrogate Logistic System, on periodic basis, to assure that minimum Stock Inventory Levels of spare parts and consumables is satisfactory
- Ensure that every employee is informed and trained to perform their job productively
- Coordinate with the Employer's IT department to ensure the required supervision of installation & Certification of Computer & Network systems
- Organize forms, procedures and documentation in a quality assurance spirit
- Inform and train employees on company's safety & quality procedures
- Look after vehicle maintenance and maintains historical records for the same
- Contribute in short listing, evaluation and selection of contractors and suppliers and implementation of procurement strategies
- Manage supplier agreements: requirements, negotiations, and activities and ensures contract fulfillment and results
- Manage technical services to tenants as per the requirements of this section (C2)
- Follow-up and induces corrective and preventive actions for continual improvement; follows up on exceptional and urgent maintenance requests
- Handle complaints; Solves them promptly & efficiently; Reassures occupants timely
- Compute energy consumption for billing purposes
- Hold responsibility for fire protection and technical emergency situations
- Adapt and implement procedures for emergency situation
- Ensure that all plans are running smoothly as scheduled
- Respond to any emergency when needed
Team Management
- Act as a role model while demonstrating the core values of the company
- Coach the team, develop capabilities and secure a solid succession plan
- Monitor the team weekly schedule and ensure proper coverage
- Conduct regular performance reviews, identify training needs and oversee development plans
- Headhunt and participate in the interview and recruitment of potential candidates
- Foster a positive work environment that promote teamwork and productivity
Stakeholder Relationship
- Build up relationships with tenants and tackle complaints to elevate customer experience
- Maintain alignment with the Operations team and follow up on the completion of operational requests
- Liaise with the IT team on all technical matters related to the systems and applications
- Build strong relationships with different departments and ensure continuous cooperation for optimal achievements
Others
- Ensure compliance with authority matrix, code of conduct and ABC policies and procedures
- Remain up-to-date with the latest development and best practices in the field
- Perform other job-related duties as assigned based on business needs and in alignment with the Direct Manager
Qualifications and Requirements
Education
Mechanical or Electrical Engineering Diploma
Certificates
Mechanical or Electrical Engineering, Computer literate (Primavera, Microsoft Windows/Office, AutoCAD, CAFM, etc…)
Experience
10-15 years proven records of Operation and Maintenance in similar industry (Malls, Hospitality, Healthcare, etc.)
