Consultant (Category B) – General Security Curriculum

The objective of the consultancy is to support IOM Lebanon’s efforts to strengthen the institutional capacity of the General Directorate of General Security (GSD) by developing a standardized and sustainable training curriculum aligned with international immigration and border‑governance standards. The consultancy will contribute to enhancing operational effectiveness, reinforcing compliance with international obligations and human‑rights principles, and supporting GSD in fulfilling its mandate across land, air, and maritime border points.
Furthermore, the consultancy will facilitate the creation of a comprehensive and coherent training foundation for GSD’s Training Academy by consolidating best practices, harmonizing existing instructional materials, and integrating lessons learned from previous capacity and needs assessments. The resulting curriculum will serve as a core component of the national training framework for officers and staff engaged in migration management, border control, and traveler processing, and will promote consistent, rights‑based, and professional service delivery across all operational units.
Under the overall guidance of the IOM Lebanon Head of Office and the direct supervision of the Programme Manager for Immigration and Border Governance (IBG), the incumbent is expected to:
Phase 1 – Needs Assessment and Mapping
- Review existing GSD training materials, SOPs, and operational manuals related to immigration and border management.
- Identify priority thematic areas and training needs in consultation with GSD leadership and technical units.
- Map existing curricula and relevant materials from IOM and other relevant national and international actors, regional training centers, and international best practices.
Phase 2 – Curriculum Design
- Develop a modular training curriculum covering GSD’s functional areas, aligned with IOM’s IBG framework, including:
- Integrated Border Management (IBM) Principles
- Travel Document Examination and Fraud Detection
- Passenger Data and Risk Analysis (API/PNR)
- Human Rights and Protection at Borders
- Counter-Smuggling and Counter-Trafficking Awareness
- Gender- and Child-Sensitive Border Management
- Migration Health and Vulnerability Screening
- Search and Rescue (Maritime Border Component)
- Crisis Management and Emergency Response
- Data Protection, Ethics, and Information Security
- Ensure materials reflect GSD’s legal framework and operational environment, while integrating international and regional standards.
Phase 3 – Validation and Finalization
- Conduct a validation workshop with GSD and IOM to present and refine the curriculum.
- Integrate feedback and finalize the training package (digital and printable versions).
- Prepare an implementation roadmap, outlining delivery modalities, trainer selection, and monitoring tools.
4. Project Context and Scope
The International Organization for Migration (IOM), through its Immigration and Border Governance (IBG) programme, supports national authorities in strengthening border management systems that are rights-based, secure, and efficient. In Lebanon, IOM has been a long-standing partner of the General Directorate of General Security (GSD), working together to enhance migration governance, operational readiness, and institutional capacity across land, air, and maritime borders.
As part of ongoing cooperation to professionalize training delivery and institutionalize knowledge, IOM and GSD have agreed to jointly develop a comprehensive training curriculum that reflects international standards and best practices in migration management, border governance, and human rights.
