Integrated Protection Programme Manager

The Integrated Protection Programme Manager is responsible for ensuring the quality, relevance, and effectiveness of integrated protection programming implemented through national and local partners.The role leads on the design, implementation, and oversight of interventions that address the diverse protection needs of vulnerable populations, including children, adolescents, and women and girls, while promoting strong integration across various sectors.

Under the direct supervision of the Director of Programmes, the Integrated Protection Programme Manager leads Plan International s integrated protection portfolio in Lebanon.

The post-holder supervises a team responsible for implementation and programme management, and provides strategic and technical guidance across integrated protection interventions.The role also works in close collaboration with other Programme Managers to ensure strong cross-sectoral integration, coherence of programming, and alignment with organisational priorities and evolving humanitarian needs.

Lead and/or support the design of assessments and situational analyses

Develop evidence-based integrated protection programme plans

Ensure all integrated protection programming aligns with inter-agency standards

Lead and/or contribute to the drafting, review, and submission of concept notes, proposals, and donor reports

Ensure that integrated protection activities are implemented in a coordinated, phased, and adaptive manner

Provide technical leadership, guidance, and capacity strengthening to staff and partners

Coordinate closely with partner organisations to strengthen the quality, coherence, and accountability of interventions

Oversee the effective implementation of integrated protection programmes, including budget management and compliance

Conduct regular field monitoring visits to assess progress and ensure timely adaptation

Ensure robust monitoring, evaluation, accountability, and learning (MEAL) systems are in place

Build and maintain effective partnerships with government counterparts, UN agencies, INGOs, and national NGOs

Actively participate in inter-agency coordination mechanismsStrengthen coordination and information sharing across protection actors

Lead and support the capacity strengthening of staff and partnersIdentify staffing needs and contribute to workforce planning

Provide regular updates and strategic reporting on integrated protection programming

Demonstrable knowledge and understanding of the humanitarian and development context in Lebanon

Integrated protection approaches, including child protection, GBV, PSS, child labour prevention and response

The donor landscape in Lebanon

Humanitarian principles and the Do No Harm approach

Degree in Social Work, International Relations, Development Studies, or a related field

At least 5 years of progressive experience in protection programming

Strong programmatic background with demonstrated experience in integrated protection

Proven experience in programme design, implementation, and management

Solid understanding of project cycle management

Excellent understanding of child rights, gender equality and development issues

Strong organizational abilities; able to prioritise and manage projects across diverse themes

Strong commitment to child safeguarding policies

Ability and experience in adapting to systems & processes

Strong teamwork, resilience, adaptability, and ability to handle stress

Excellent written and oral communication skills in English and Arabic
